Sustainable mobility package 2021

1. CONDITIONS OF ELIGIBILITY
In accordance with the decree and its application order below :

This lump sum applies to travel between the employee’s usual place of residence and place of work:
- With their own cycle or pedal-assist cycle
- With a motorized personal mobility device: scooter, single-wheeler, gyropod, hoverboard.
- With a moped, motorcycle or other motorized or non-motorized mobility device, rented or made available on a self-service basis (when these devices are motorized, the motor or assistance must be non-thermal).
- By using a car-sharing service, provided that the vehicles made available are low-emission vehicles.
- As a driver or passenger in a car-sharing scheme.
It applies to all employees: civil servants, contract employees, government workers, military personnel and apprentices.
Payment is conditional on choosing one of the eligible modes of transport to travel between the usual place of residence and the place of work for a minimum number of days in a calendar year.
During the same year, the employee may use one of the eligible modes of transport cumulatively to reach the number of days of use. A trip corresponds to a round trip between the main residence and the workplace. The minimum number of days is modulated according to the agent’s workload.
2. AMOUNT
The annual amount of the “sustainable mobility package” is set at :
- 100.00€ when the number of trips between the usual place of residence and the place of work is between 30 and 59 days;
- 200.00€ when the number of trips is between 60 and 99 days;
- 300.00€ when the number of trips is at least 100 days.
The amount is determined by the actual number of journeys made during the year.
3. CASES OF EXCLUSION
Payment of the “sustainable mobility package” can be conditionally combined with the monthly reimbursement of public transport costs or subscription to a public bicycle rental service.
However, there can be no double coverage of public transport and the “forfait mobilités”.
This means that for journeys declared as part of the “forfait mobilités” in year N, you must not simultaneously benefit from partial reimbursement of public transport season tickets for the same journey and over the same period.
Employees with company cars are not eligible for this scheme.
4. SUSTAINABLE MOBILITY PACKAGE APPLICATION
In order to benefit from the sustainable mobility package, the agent must submit a declaration on his or her honor, a model of which can be found in the link below:
This declaration attests to the use of one or more eligible modes of transport for the calendar year in respect of which the lump-sum payment is made, and to the number of days travelled using these modes of transport.
It must be sent to the HR department by 12/31/N at the latest to benefit from the sustainable mobility package for year N.
In accordance with the above-mentioned decree, the declaration may be checked by the ISAE, which may ask the employee for any supporting documents.
The lump-sum payment is made the following year (N+1).
In the event of mobility during year N, the employee submits the declaration to the last employer (the ISAE, if assigned during the year) by December 31 of year N at the latest. This declaration certifies all travel undertaken during the year with employers eligible for the sustainable mobility package in the civil service.
