Reminder of the rules of operation of the CET

All permanent and non-permanent employees with at least one year’s service are entitled to a CET (compte épargne-temps - time savings account), which represents the total number of vacation days saved.
It is necessary to apply for the opening of a CET account. You will find a sample letter for opening an account at the bottom of the page.
I - FOOD:
1. the nature of the days to be added to the CET
The CET can be credited with a maximum of :
- days of annual leave (maximum 5), provided that 20 days of annual leave have been taken (prorated according to the number of days worked)
- 1 or 2 “out-of-period” or “out-of-season” days, provided that 20 days of annual leave have been taken (prorated according to the number of days worked).
- RTT days
- The CET can also be credited with compensatory rest days granted in return for on-call duty at home, an assignment or, where applicable, on-call duty at the workplace.
The CET must not be funded by :
- carry-over of bonus leave
- days made up of hours credited to the flexitime debit account
- compensatory time off in lieu of hourly overtime pay
- seniority leave days
- medal days
2 Conditions for contributing to the CET
For a full-time employee :
- The number of days of annual leave (excluding RTT days) taken by the agent must not be less than 20 days (article 3 of decree no. 2002-634 of 04/29/2002). Employees who have not taken at least 20 days of annual leave (excluding RTT days) by December 31 of each calendar year will not be able to fund their CET with annual leave days, or days outside the period.
The 20-day rule does not apply to other reasons, such as RTT. - It is possible to fund the CET up to 12/31 of each year.
- The HR department will not make any changes to the reasons for absence at the end of the year civil Employees manage their absence requests according to their objectives and their activity schedule.
II - USE OF DAYS SAVED ON CET (RIGHT OF OPTION) :
The agent has until 31 January n+1 to take a position:
1- The CET has 15 days or less
- Days can only be used in the form of vacation days.
2- The CET has more than 15 days
If he is a civil servant, the staff member may choose between :
- Inclusion in the additional retirement scheme for civil servants ;
- Compensation for days ;
- Maintenance of days of leave, subject to the overall 60-day limit (see temporary provisions in paragraph III).
If he is not a civil servant, the staff member may choose between :
- Compensation for days ;
- Maintaining days of leave, subject to the overall 60-day limit (see temporary provisions in paragraph III).
Staff members may combine these different formulas in the proportions they wish before 31 January of each year by completing the option form
If the employee has not made any choice, the days saved beyond the 15 days will be :
- taken into account in the additional civil service pension scheme (RAFP), if he or she is a civil servant
- fully compensated if you are a contract employee or government worker.
Departure of ISAE agent:
When an employee leaves the civil service for good, any days on the CET that have not been paid up are lost. Thus, if the number of days exceeds 15, the days exceeding the first 15 can be compensated at the employee’s request, or taken as leave. The first 15 days may be taken as leave only. Otherwise, they are lost.
Days saved in the CET are retained in the following cases:
. transfer
. secondment to the civil service
. availability
. parental leave
. secondment to the civil service
. direct integration.
A certificate of entitlement is issued on the day of departure.
In the event of the employee’s death, all rights acquired under his or her TEC are transferred to his or her heirs, who are entitled to compensation.
III - TEMPORARY PROVISIONS:
The decrees of May 11, 2020 and February 22, 2024 created temporary provisions for the management of the time-savings account due to COVID19 and the organization of the Olympic and Paralympic Games.
REMINDER:
Transitional measure for 2020:
The ceiling on the number of days that can be saved had been temporarily set at 70 days as a derogation linked to COVID.
In subsequent years, for agents with accounts of between 61 and 70 days, contributions may be made provided that the balance is less than or equal to the balance held at the start of the campaign.
Agents are not required to return to the 60-day ceiling.
Examples:
- An employee has 57 days in his CET. He wishes to deposit 6 days in the phase of supply. He will therefore have a total of 63 days on his CET. He must exercise his right of option by requesting compensation and/or inclusion in the RAFP for the 3 days in excess of the 60-day limit. If he does not exercise his right of option, if he is a civil servant, 48 days will be taken into account within the RAFP, or if he is a contract employee or government worker, he will be compensated.
- An employee has 67 days on his CET, as a result of the provisions of the decree of May 11, 2020. He now wishes to deposit 6 days in his CET. He will therefore have a total of 73 days on his CET. He must exercise his right of option by requesting compensation and/or inclusion in the RAFP for these 6 days, and he may ask to retain 67 days on his CET. If he does not exercise his right of option, if he is a civil servant, 58 days will be taken into account within the RAFP, or, if he is a contract employee, he will be compensated.
Transitional measure 2024 due to the organization of the Olympic and Paralympic Games (JOP):
The condition of having taken 20 days of annual leave (CA), in order to be able to deposit days of annual leave, or leave outside periods, in the CET remains valid.
Transitional measures apply at the end of the option phase:
- In 2024, the number of days saved in the form of leave can increase to 20 days (instead of the usual 10). This means that if your CET has at least 15 days, you will be able to save 20 days of leave on a transitional basis.
- The ceiling on the number of days registered on the CET at the end of the option phase, i.e. after payment or transfer of the days to the RAFP (for civil servants), will be raised to 2024 :
. To 70 days (instead of the usual 60) for agents who had up to 60 days on the CET.
. Employees who had kept between 61 and 70 days on their CET following the 2020 transitional measures linked to COVID will be able to increase their CET by +10 days (i.e. a ceiling ranging from 71 to 80 days).
In subsequent years, employees who have benefited from the transitional JOP scheme are not required to return to the 60 ceiling, and may continue to contribute to their CET. However, after exercising the right of option, the balance must be less than or equal to that held at the start of the campaign.
Examples:
- An employee has 68 days on his CET following the COVID measures of 2020. At the end of 2024, he wishes to deposit 16 days (under the JOP transitional measures), and will have 84 days on his CET. When he exercises his right of option in January 2025, he can ask to keep a maximum of 78 days on his CET, and 6 days will have to be compensated, or paid into the RAFP (civil servants).
